■１年振りのカナダ訪問

　先月下旬より昨年に引き続いてカナダ・オンタリオ州・トロント市に来ている。前回は約１ヶ月間の短期滞在であったが、今回は４ヶ月間ここで生活をしながら、じっくりと現場実習をすることになった。
　実際に研修をするのは、２ヶ所。一つは州政府のコミュニティーソーシャルサービス省の副大臣直属機関のアドボカシーオフィス。もう一つは、市内の２つのＣＡＳ(Children’-s Aid Society/日本の児童相談所に相当)が運営するパーク(PARC/PApe Adlescent Resou-rce Centre)だ。
　メインの研修は後者のパークでしている。養護施設業界の機関誌・季刊「児童養護」(1998年春号)でも、多少この団体について紹介をしたが、パークはインケアーを受けた人あるいは現在、受けている人に対して、「彼らの自立を促進していく」ことを目的として設立された団体だ。つまり、私と同じバックグランドを持った人達で構成された団体だ。この手の団体は、「世界広しと言えどもカナダだけ」と研究者は指摘しているくらい、関係者からは近年特に日本で注目されている所だ。
　あっと言う間の１ヶ月間だった。私はパークにある様々な活動グループの中の、ユース・エデクの詳しい活動については、また別の機会に述べることとしたい。今月は、彼らが作ったニューズレターに私が書いた簡単な日本文化の紹介文を載せて頂いたものと、財団に提出するリポートに私が書いた短いコメントを載せて頂いたもの２つを、以下に列記して今月の月例報告としたい。

１．ユース・エディション
(Youth Ddition Volume Issue4 Spring / Summer Edition )

I am Yoshio KUSAMA., and Japanese. I was born in 1966 in Ibaraki prefecture.
There are a lot of religions in Japan. Especially, religions of the major have
three.It is the Shintoism, Buddhism, Chiristism. My religion is Buddhism,
because I grew at Children’s home of Japan who is owner of Buddhist.
The Shintoism is originally religion of Japan. So Shintoism has very long
history Since B.C.660.
The Buddhism came to Japan at A.D543 from Chinese monk with a lot of the
scriptures. And the Christism came to Japan at A. D 1543 from Portugal with
a lot of the Bible and gun. The name of the portuguese is Francisco Zabier.

By the way, we have a traditional customs of the Japan, it is that we are
always congratulatting when were born, were marriage the partner and ware
grew to three years old, five years old and seven years old. We are calling
the “Shichi-go-san which is congratuletting. the our growth. “Shichi-go-san
means the eges, hat Shichi is seven years old, Go is five years old and San
is three years old. We are going to Shinto shrine when we become three, five
and seven years old to congratulate, get a luck for our life in the future.

Most Japanese people has two religions in our mind. It is different by person
toperson. In my case I believe the Buddhism and the Shintoism in my mind. This
is the cult-ure of Japan about religions. There is the imperial household in
Japan. It has very long history since B.D 660. Now, the emperor of the Japan
is “Akihito”. He is one hundred twenty fifth of the emperors.
Our history of emperor is the longest in the world. We are always priding
about it in Japan. of-course, I respect it. Most Japanese people respect to
the emperor and the imperial household. Maybe From now to forever it will be
continue. Because, this is the very important culture of Japan. So we hope to
keep the tr-aditional system of Japan.

２．ネットワーク・グループ
（Present to Trillium foudation about activity of PARC in 1997)

　私は財団法人松下政経塾の第１６期生として在塾しております、草間吉夫です。
　私は現在、日本と海外(カナダ・デンマークなど)において、主に児童福祉のあり
方を中心に研究をしております。昨年度は、高橋重宏・駒沢大学教授のご紹介を
受けて、貴国を訪問させて頂きました。
　そして、PARCを初めCASやアドボカシーオフィス等いくつかの機関で、どのよう
な法律や理念の基に、それらが運営されているのかを直にお伺いさせて頂いて、
多くのことを学ばせて頂きました。
　とりわけPARCのメンバーとのディスカッションや交流は、私とそして一緒に訪れ
た大阪府立大学の許斐有助教授に、大きな刺激と影響を与えて頂きました。同時
に、彼らとの貴重な出会いは、我が国のすべての子ども達が健やかに成長できる
よう、日本の子ども家庭福祉を更によりよき姿にして行く際に、私達に大きな力
とそして勇気と信念をも与えて下さいました。彼らのご好意に心から感謝致しま
す。
　今後、私は日本において彼らのように、日本の子ども達のために確実で具体的な
貢献活動を展開して行きたいと思っております。

I am Yoshio KUSAMA. I am the fellow The Matsushita Institute of
Government and Management. I am researching the Childwelfare system,
of Japan and out of Japan. So I started to research the Childwelfare
system of Toronto, CANADA from last June to July. During Toronto, I
visited PARC to meet members of PARC with Phd. Yu KONOMI. Then I told
them about ourself, profile and how to care to Children and You-th from
Social worker, CAS, CCAS, Government of Ontario. It was very interesting
for us. Because, I received powers, courage to change the Childwelfare of
Japan from here. (Parc’s members) So I want to develop good system for
children in Ja-pan in the future.
